Jailed Harare Council Director Convicted on Fresh Charges

Former Harare Council Acting Finance Director Stanley Ndemera was this week convicted on another charge of criminal abuse of duty.

He was convicted together with former Council Valuations and Estates Manager Emmanuel Mutambirwa.

The two were remanded in custody until 24 July when they will be sentenced.

The accused facilitated the unlawful sale of three commercial stands.

The stands were sold to Optel Enterprises, Silver Harbour Enterprises and Leanforth Investment.

The court ruled that the duo violated the law in many ways.

This included selling land that was under an existing lease agreement.

They also contravened a 2005 council resolution prohibiting such disposal without going to tender.

Ndemera and Mutambirwa also facilitated the sale in the absence of an environmental impact assessment.

Ndemera is already in prison serving a 6 year sentence for a previous case with former Council chamber secretary Charles Kandemiri.

The two were jailed for an effective six years each for selling the Mount Pleasant Sports Club and golf course.

Ndemera and Kandemiri were initially charged alongside former Mayor Herbert Gomba and Town Clerk Hosea Chisango.

The latter two were however acquitted.
