Chimanimani RDC

Chimanimani Rural District Council was found not to have a complete database for rate payers.

It simply means it doesn’t know the residents it has who should pay rates!

As a result, revenue was being recognized on cash basis with invoices being raised for the actual amount received rather than the total amount due from the clients.

Accordingly, the AG could not determine the completeness of revenue earned by the Council.

Chipinge RDC

The Council made a payment amounting to ZWL$675 970 (US$103 308) on 27 June 2019 to a local company for procurement of backhoe excavator and a front-end loader.

However, at the time of the audit both backhoe excavator and front-end loader had not been delivered.

Chiredzi RDC

The AG found out that Chiredzi Council does not have fire brigade service section.

Catch fire and you burn till ashes!

This is contrary to paragraph 36 of First schedule (section 71) the Rural District Council Act [Chapter 29:13].

It requires the Council to establish, equip and maintain a fire brigade for protection and saving of life and property in the case of fire and emergency.

Chivi RDC

The Council did not have any ambulance servicing Council clinics in the district.

This is required under the First Schedule, item 35 of the Rural District Act [Chapter 29:13].

The Act dictates that Council must provide and operate an ambulance service inside the Council area.

Gokwe North RDC

Just like Chimanimani, Gokwe was found without a complete database of ratepayers.

In addition, there was no evidence that some clients were billed for the year ended December 31, 2022.

For instance, mining claims clients were not being billed.

As a result, it could not be determined if the stated income was the actual money earned by the Council.

Guruve RDC

Paying the supplier and fail to get what you paid for is the main characteristic of most Local Authorities.

Guruve is no different.

The Council procured a drilling rig from a local supplier and a deposit payment of ZWL$9.60 million was made.

However, the acquired drilling rig was not delivered at the time of the audit.

Hurungwe RDC

Stranger than fiction or sheer corruption?

The AG found out a Council report stating that 9.8 kilometers of Dorowe had been graded.

Meanwhile12 kilometers Chinhere Uroyi road were also reported as graded.

However, the actual work carried out was 3.4 kilometers for Dorowe and 8 kilometers for Chibhere Uroyi.
