The Ministry of Local Government has been accused of taking over the running of Harare City Council in a plot to usurp power.
Harare Residents Trust Director Precious Shumba said government is already controlling waste management.
“The Ministry of Local Government is currently pushing to cause the takeover of the waste management function from the City of Harare.
Shumba said government has already taken over equipment and workers in the department.
“If this happens, it will further weaken the capacity of the local authority to deliver public services to the residents of Harare.
The move is, “in contravention of the devolution principle of transfer of power and responsibilities.
Under devolution national government is supposed to cede such powers to the local authorities and provincial and metropolitan councils.
Government has previously taken over water and sewerage services from the local authorities.
It imposed the Zimbabwe National Water Authority (ZINWA).
However, the sector has actually become worse after the takeover.
“The situation deteriorated until the takeover was reversed.
“HRT rejects the attempt by the Ministry of Local Government and Public Works to hijack waste management services.
“Implement devolution as clearly stated in Chapter 14 of the Constitution.
It said due process and consultations with residents must be followed first before any changes.
