For the past 20 years, councils have been lobbying Government to give municipal police officers powers to arrest individuals that flout council by-laws.
This has been mostly felt in curbing road traffic offences especially in the congested Harare CBD.
They argue that the establishment of municipal courts and the granting of arresting powers is a sure way of dealing with those that deliberately flout council by-laws.
However, that hasn’t happened as yet. Council has had to collaborate with ZRP in enforcing some traffic by-laws in the CBD in order to have arresting leverage.
Below is the Municipal Traffic Laws Enforcement Act which lays out various offences and powers which they currently have.
