Harare Councillors this week met with ZRP officials and Sports Club owners to address the issue of noise pollution as raised by residents.
Sports Clubs which attended included Alex Sports Club and Old Hararians Sports Club.
After deliberations a raft of measures have been agreed and look set to be applied on many other Sports Clubs.
1. That the Sports Clubs should not hold any event without getting permission from the City of Harare through District Officers.
2. That if any permission is to be granted, noise levels should be as low as possible.
3. The ZRP should not grant permission for anyone to hold any event as it is the prerogative of council.
ZRP should only be notified and only comes in to cover the events with the purpose of maintaining peace, order and security.
If any organization applies to ZRP seeking police clearance and coverage, the ZRP should ask for a written permission from council.
4. Any organization wishing to host any event should also notify residents within that community 14 days before the event.
5. No event no matter what it is, should go further than 22:00. All sports clubs should make sure that when they have any event, it should end before 22:00.
6. The host to make sure that all vehicles are parked inside their premises so as to avoid blocking traffic in our roads and avoid vehicle obstruction.
ZRP to impound vehicles that would have been parked at undesignated places.
Council Resolutions
It was resolved that the Town Clerk writes to these sports clubs individually instructing them to stop disturbing the peace of residents by making noise.
The Town Clerk will also flight adverts on our various social media platforms and public media stating that Sports Club should not make noise and infringe on the rights of residents to peaceful environment.
8. ZRP to assist in making sure that the noise bylaws are adhered to.
Pending Meetings
Council is also set to engage with Belgravia Sports Club over the same issue.
Ward 17 Cllr Happymore Gotora said he will also meet the business operators of Homeground in Sunridge.
“After that will arrange a meeting with those operating at Sherwood Golf Course on a date yet to be agreed.
