Harare City Council is struggling to meet the 30 June deadline for a Masterplan with an official citing financial challenges.
Acting Director Urban Planning Services, Samuel Nyabezi said financial challenges were hindering the smooth flow of the process.
“At present, we are compiling the submissions from the different thematic groups into a report of study.
“Definitely by next week, Tuesday will be done with the report of study and start preparing the written statement which comprises of policies and proposals.
Importance of Master Plan
Harare must first deliver the completed Master Plan to the Works and Town Planning Committee.
After that it has to be presented before a Full Council meeting for adoption.
“Thereafter, we will be ready to submit the master plan to the Minister of Local Government,” said Nyabezi.

However, this multiplicity of processes make it unlikely that Council will meet the deadline.
After the Ministry has seen the Master Plan it has to be presented to the public too.
It will be put on the public deposit for eight (8) weeks where residents can view it.
After that the City will come up with a finalised Master Plan which will then be adopted by a Full Council.
The Master Plan is expected to resolve some of the challenges being faced by the city.
These include provision of a public transport system, reduction of traffic congestion and curbing illegal land use.
