Harare City Council has managed to resubmit its 2024 budget proposal and now awaits feedback from the Ministry of Local Government.
The Ministry’s Director of Communications and Advocacy Gabriel Masvora confirmed the development this week.
Speaking to state media Masvora said they couldn’t provide a timeline for when results could be announced.
Harare had been given a deadline of 19 April to resubmit the budget and managed to beat it.
Central to the challenges for Harare is the absence of an Enterprise Resource Planning system to manage its financial accounts.
Government also accused Harare of failing to comply with the service delivery blueprint recently unveiled by President Mnangagwa.
Central Government is demanding that Harare provides a roadmap on how Harare will rectify the anomalies.
“A roadmap is required outlining that for us to have an ERP, say in the next three years, we are setting aside so much money,” Masvora said.
The estimated cost for an ERP is over US$20 million.
However, other sections have accused Government of trying to railroad Harare into accepting the Pomona deal by rejecting its budget.
Mainly opposition councillors have refused to endorse the shady US$340 million waste to energy deal leading to tensions.
Harare Residents Trust Director Precious Shumba said former Local Government Minister Winston Chitando convened a meeting last month which revealed the hidden agenda.
