Masterplan Cost US$2.9M And Harare Needs 3 Years To Pay

Harare is set to spread the US$2.9 million cost of the Masterplan over 3 years as it doesn’t have the full payment.

This is despite Acting Finance Director Kusangaya saying they had actually negotiated for a lesser charge with the consultant.

“The Acting Finance Director advised that Council did not have money.

“The budgeted cost needs to be spread over three (3) years.

Kusangaya said they will negotiate a payment plan.

Council had initially approached Town Planning Consultants based in Singapore.

The firm quoted them consultancy fees which were over five million United States of America dollars (US$5 million).

However Local Government Minister Daniel Garwe advised the City against the deal.

Instead, Council was directed to consider Local Town Planning consultants whom the City could negotiate with.

Harare City Council finally availed its masterplan on 2 July after initially missing the June 30 Presidential deadline.

President Mnangagwa last November issued a directive for all local authorities to submit the masterplans.

The directive came when he launched the local authorities blueprint dubbed, “The call to Action — No Compromise to Service Delivery”.
