A group of Municipal Officers based in Mbare is defying a management directive to be redeployed from their posts.
The officers have cited a variety of reasons such as the fear that they won’t be promoted if moved.
A Full Council report shows that the matter has since escalated.
Councillors have given Human Capital Director Matengarufu one week to deal with the matter.
“On 6th December 2023, this Committee resolved that the Town Clerk and Acting Human Capital Director immediately rotate the Harare Metropolitan Police and Traffic Enforcement Officers based in Mbare who are reportedly resisting redeployment and report to this Committee on progress”.
However, the officers raised many hinderances such as the promotion issue.
After the management failed to effect the changes Councillors then made another resolution.
“The Committee resolved that the Acting Human Capital Director check from the Collective Bargaining Agreement (NEC) whether Council resolution to promote the officials of the Harare Municipal Police hinders the implementation of the Committee’s resolution to rotate or redeploy staff to other stations”.
However, in a bid to push the matter through Councillors have since given Matengarufu one week to rotate the officers.
“Failure of which a report/letter be written to the Committee on reasons for not rotating or redeployment of the Officers in question.
Mbare is one of the most lucrative areas for various state and council security officers.
Using their official powers for personal advantage they are involved in a lot of illegal deals.
This has resulted in rampant corruption and an absence for the regard of the law.
Some municipal officers have been known to carry out illegal operations clamping vehicles after hours.
Other rackets include acting as muscle for various informal traders in areas around Mupedzanhamo and the vegetable market.
