These fines are part of the City’s by-laws aimed at maintaining order, safety, and cleanliness.
1. Parking and Traffic Offences
Clamping Fee: US$45
Unclamping Fee: US$50
Total Fine: US$95 (if both clamping and unclamping are applied). Note: This does not include towing and storage fees.
Note: City Parking (Pvt) Ltd is authorized by the City of Harare to enforce parking and traffic by-laws, including clamping and fine collection.
2. Waste Management and Anti-Littering
Commercial Waste Dumping Fine: US$385
Domestic Waste dumping from a Vehicle: US$113
Domestic Waste from a Standard Receptacle: US$36
Individual Littering Fine: Between US$30 and US$100 (depending on the severity of the offence)
Note: These penalties are enforced under Statutory Instrument 30 of 2016, targeting illegal dumping and general littering.
3. Building Compliance and Certificates of Assembly
Also applies mainly to churches , public buildings or individual household
Annual Registration Fee: US$100–US$200 (based on building size and location)
Monthly Penalty for Non-Compliance: Equal to the certificate cost, applied until compliance is achieved
Note: Property owners, including residential property holders, are required to obtain Certificates of Occupation annually to ensure safety and structural compliance.
4. Passenger Pick-Up and Drop-Off Offences
Fine for Passengers: US$30
Vehicle Clamping and Towing: Applicable to offending vehicles
Note: This applies to vehicles picking up or dropping off passengers at undesignated points within Harare’s Central Business District and surrounding areas.
5. Waste Bin Compliance for Businesses
Requirement: All commercial premises must have at least THREE waste bins on-site
Consequences for Non-Compliance: Heavy fines or possible closure of the premises
Note: This directive is effective immediately and supports improved waste management across the City.
