The arrest and ongoing trial of 7 CCC councillors on allegations of criminal abuse of office is the latest reflection of the rot at Council.
More damning, it proffers a bleak future for Harare residents even in the case of change in political players.
None of the current political players or parties appears intent to stamp out corruption.
The seven councillors are being accused of conniving to recommend that council employees get 20 percent of all stands created in Harare.
They are Costa Mande (40), Gilbert Thamsanga Hadebe (51), Maxwell Dutuma (29), Loveness Gomba (46), Happymore Gotora (47).
The other are former Mayor Ian Muteto Makone (73) and Stanley Manasi Manyenga (40).
The seven are facing two counts of criminal abuse of duty as public officers.
While the old narrative has been that ZANU-PF politicians are the main players in corruption the latest narratives have shown otherwise.
The opposition councillors, mainly in Harare, have revealed themselves to be equally culpable.
Fellow Cllr Blessing Duma revealed the same this month during the Harare Commission of Inquiry.
Duma, who chairs the Audit Committee, said Harare needs to be rescued as it is dead as an institution.
He profiled how CCC as a party was directed to regularise illegal settlements as part of a political plot to win votes.
This has resulted in the regularisation of settlements situated even on wetlands.
For the hapless residents, who saw salvation from ZANU PF in CCC, it appears their hopes are misplaced again.
The parties appear similar.
