The government is continuing with the devolution program in the absence of enabling legislation and has laid out the allocations for various cities and towns this year.
Below is the allocation for each town in Manicaland Province.
We have also included the projects which local authorities expect to carry out.
Mutare
- 2025 allocation is ZiG 81 932 100
- 2024 allocation was ZWL5 737 569- Disbursement was ZWL 312 054
In 2025 Mutare aims to: Improve Gimboki Outfall Sewer -Rehabilitate 0,9km NRZ outfall sewer line
-upgrade 2,2km pipeline from Murahwa Primary School to Gimboki Trunk Sewer
-Construct foot bridge -Construct a Primary school Phase One
-Acquire Road Equipment -Revamp Old Location to Sakubva outfall 400m pipeline -Refurbish Gimboki sewage treament plant
-Install 4 centrifugal pumps -Conduct feasibility stidies for new water source and rehabilitate Sakubva Swimming Pool
Rusape Town Council
2025 Allocation is ZiG113 898 820
In 2024 allocation was ZWL5 737 569 whie disbursement was ZWL312 054
Projects
-Completion of Masterplan and valuation roll
-Erecting sewer reticulation system in Tsanzaguru
-Upgrading water reticulation network
-preliminary crafting of water masterplan -procurement of skip bins
-construction of community grounds -equipping health centres
-completing Natpharm warehouse and Mega Market plant
-servicing roads in Riverdale, Chiduku, Ridgemond and temporary infills.
Mutasa Rural District Council
2025 allocation is US$4 628 490
In 2024 allocation was ZWL24 297 007 while total disbursement was ZiG528 561 40

-construction of Muparutsa and Chidazembe Clinics
-Marara Secondary classroom block
-production of District Masterplan
-replacement og Irene-Magamba water pipeline
-construction of Hauna Bus Terminus toilet
-property valuation -maintenance and repairs of plant& equipment
-production of Osborne Dam masterplan
-repair of Chinyanjera Water Tank Floor and Hauna Small to Medium Enterprises shelter.
Nyanga Rural District Council
2025 allocation is ZiG137 908 600
In 2024 allocation was ZWL9 652 593 while disbursement was ZWL524 240

-Construction of a primary school -Sanhami and Mutimutema clinics
-cloakroom and waiting area at Nyamhuka Bus Terminus
-purchase drilling rig, tipper truck, mobile clinic vehicle and motorised grader
-borehole rehabilitation and drilling
-electrification of Mukunza Clinic and sewer reticulation
Buhera Rural District Council
2025 allocation is ZiG218 565 940

-borehiole drill rig -dumper trailer and refuse compactor
-install street lights -upgrade Murambinda and Birchenough bus termini

Chimanimani Rural District Council

-Ndima Satellite Clinic -puchasing borehole drilling rig

-surfacing of Muchira RSC -Copa RSC street lighting
-fence and improve Ngangu Grounds pitch
-Ruwedza School staff house -Wengezi Vegetable Market
-Chimanimani Hospital renovations and mortuary construction
Makoni Rural District Council

In 2024 allocation was ZWL10 597 170 while disbursement was ZWL602 240

-upgrading Nyazura new commercial and Rukweza roads
-acquisition of lowbed truck plus trailer
-roller and bitumen distributor -dozer, tipper truck, motorised grader, refuse compactor, drilling rig and backhoe loader.
-construct 8 staff houses -Mapere Clinic, low cost housing, safe shelter for Gender Based Violence victims
-repair damaged infrastructure -upgrade Nyazura Compton, Riverside and Headlands sewer systems
-drilling a borehole at Mapere Clinic -spearhead Zambara piped water schem-Nyazura and Rupfunde water infrastructure and Sunset water reticulation syste.
Chipinge Rural District Council
2025 allocation is ZiG225 888 120
