Council Approves US$17,000 for Clrs’ Cellphones

 Masvingo City Council has approved a budget of US$17,000 to purchase smartphones for its 13 Councillors.

The decision was swiftly passed during a recent full council meeting, with officials arguing that improved communication between Councillors, residents, and management.

According to the minutes of the Finance and General Committee, the Town Clerk presented a report detailing the need for new cellphones.

It was proposed that the council procure the Samsung S24 Ultra.

With each costing approximately US$1,300 the total projected cost for all councillors may reach US$16,900.

Proponents of the purchase highlighted the device’s capabilities for SMS, voice calls, and social media communication.

Additionally, the phone’s superior camera quality was noted as a further benefit.

However, this decision has sparked outrage among local residents.

They argue that the expenditure is an abuse of funds, particularly in light of ongoing issues with poor refuse collection, sewage management, and a deteriorating drainage system in the city.

Residents argue that council should prioritize essential services over the procurement of luxury technology for its members.

Meanwhile, a September 2024 circular from the Minister of Local Government mandates Ministerial approval for such acquisitions.

It states that any purchase of cellphones for councillors must receive ministerial approval.

This includes justification of the expense, budget allocations, type of phone, and associated conditions.
