The City of Harare says its water partnership with Helcraw Water (Pvt) Limited has recorded major progress and is already ahead of schedule.
Harare Water Acting Director, Eng. Tapiwa Richard Kunyadini, said this yesterday during a tour of Morton Jaffray Water Works by the Zimbabwe Investment and Development Agency (ZIDA).
“We are delighted with progress far beyond our expectations,” Kunyadini said.
Targets Reached
He said the flagship target of 100,000 prepaid smart water meters is almost complete, with 83,000 units already installed and operating.
Kunyadini added that targets for pipe replacement and doubling treated water output at Morton Jaffray are on track within agreed timelines.
The tour, led by Morton Jaffray Senior Superintendent Paul Chabata, was aimed at giving ZIDA first-hand appreciation of the PPP’s technical and operational progress.
ZIDA Head of PPPs and Project Development, Taurai Duku, commended the project’s transparency and its focus on public benefit.
Water Model
The Harare-Helcraw Water Project is a Public-Private Partnership between the City of Harare, Government and Helcraw Water Pvt Ltd, launched after a Presidential directive to fix Harare’s water crisis.
Built for a much smaller city, Harare’s system has struggled to serve a population of over two million, with low output at Morton Jaffray and constant pipe bursts.
The project focuses on three areas: rehabilitating Morton Jaffray to restore capacity, replacing old asbestos pipes with PVC pipes, and rolling out smart prepaid meters to end estimated billing and improve accountability.
The partnership has already won national recognition for its approach to urban service delivery, and is being assessed by ZIDA as a model for public-value PPPs.
