With a month left Harare is struggling to fulfil requirements of the Service Delivery Call To Action blueprint amidst accusations of corruption among management.
Government has directed that all local authorities must, by June 30, have fully-fledged planning departments.
These must meet the approval of the Local Government and Public Works Ministry.
It has also directed that all councils must have master plans by June 30 to avoid the mushroomng of illegal settlements.
However, Harare is is facing challenges coming up with the Master Plan with Councillors accusing management officials of delaying.
During the May Full Council meeting managers reported a US$2,8 million budget.
However, when the Mayor asked the council officials to breakdown the US$2.8 million, they couldn’t.
Sabotage and Corruption
This has brought accusations of coruption.
Harare Residents Trust Director Precious Shumba said there is so much abuse of funds.
“Imagine, they had also budgeted US$100 000 for a trip to Rwanda.
“US$500 000 (was budgeted) for outsourcing of traffic study, purchase of 200 tablets and purchase of vehicles for a project of around three months.
However, to avoid missing the 30 June target Council has resolved that work on the Master Plan should go ahead.
Shumba says there have been deliberate delaying tactics which leave council very little time before the given deadline.
