Less than 1200 houses out of 3000 illegal houses in Kuwadzana Paddocks are built on an area zoned residential it has emerged.
Harare Residents Trust Director Precious Shumba says the rest of the structures can actually be demolished.
“The rest of these structures will likely be demolished due to non compliance with provisions of the Environment Management Act and the Regional, Town and Country Planning Act”, he said.
Most of the illegal settlers in the Paddocks are allegedly linked to politicians.
According to revelations during the ongoing Harare Inquiry Councillors have been coluding with land barons in such deals.
They allow for the allocation of stands in illegal areas and then, through Full Council resolutions, regularise the illegal houses.
“Those who settled them always convince them that they are going to be regularised.
“They know that council has a position on their stay,” said Shumba.
However, more damning for the illegal houses is the absence of an approved layout plan.
A layout plan is a map, drawn with a certain perspective in order to highlight the position of a building, structure or structures.
The absence of such means that some stands can be demolished in the future when siting roads and other amenities.
